The paper quotes Cabinet Office Minister Michael Gove as saying “good manners” were enough to persuade people to wear face coverings in places such shops, suggesting they do not need to be made compulsory in England. Just 36 hours earlier, a mask-clad Boris Johnson promised “a crackdown on avoiders”, the paper adds.
