The paper claims Mr Sunak has ignited a “Tory civil war” by “declaring he is the change candidate”. Former PM David Cameron “led the criticism” of the HS2 climbdown, it reports, by accusing Mr Sunak of throwing away “15 years of cross-party consensus, sustained over six administrations”.
