The Guardian has seen leaked government documents which suggest a new three-tier lockdown is planned for England – “potentially paving the way for harsher restrictions including the closure of pubs and a ban on all social contact outside household groups,” it says. The draft proposal for a traffic-light system reveals tougher measures that could be imposed by the government locally or across the country if the surge in coronavirus cases is not brought under control.
