School building projects, swimming pools and libraries have been earmarked for emergency funding cuts, the Guardian reports. It says town halls have been hit by an unexpected £1.6bn hole in their budgets amid “rampant inflation and soaring energy bills”, and without help from Whitehall, they will have to cut services and put up council tax next April.
