The Guardian calls Sir Mark’s departure a “victory” for Mr Cummings – who can be seen clapping as Sir Mark and the PM shake hands in a photograph from last year on the front page. It reports that former colleagues say Sir Mark was “unfairly smeared…. over the government’s coronavirus failings and for supposedly blocking Whitehall reforms”. Bob Kerslake, the former head of the civil service, tells the paper he fears that the civil service is “being made the fall guy for mistakes made in the handling of the pandemic”.
